No, it's very targeted only against CCers who refuse to comply with the rules they signed up to and just want to plonk their boat in one place, in company with their mates, for cheap housing. CCers who actually CC don't have a problem. i would liken it to gypsies. On the one hand one can see that they enjoy their "alternative lifestyle", but equally there are met with pretty much universal dislike when they plonk their vans down in a public space. It is about the impact on others - an "alternative lifestyle" is all very fine provided it doesn't impinge on others. But clogging up the western end of the KandA which is a national resource, does impinge on others exactly the same as a band of gypsies setting up in a public park does.

And yet, the gypsy situation has been significantly improved by the simple expedient of identifying areas they can legitimately stay.
Why is this beyond the wit of man with regard to boaters in areas like London and the K&A.
The mooring situation is relieved in winter by C&RT creating winter moorings, which additionally raises funds.
If that can be done for four months a year cos it suits, surely it can be extended to help out the young families.
Of course there will always be the individual problem boater, but no need to treat all the same.
I don't believe in the C&RT conspiracy to ethnic cleanse, but I don't believe boaters with jobs and families are the enemy either.

I've had dozens of them, so has Andy Wingfield ['Noratrace' of this forum], and so have other occupiers of private moorings over whom C&RT wish to exert their non-existent, self-conferred powers. Their taste and fondness for deception is, however, not limited to attempts such as this to portray themselves as authorized and official enforcers of the law. They have been known to employ such as night club bouncers and football match stewards to impersonate Bailiffs or High Court Enforcement Officers during the final stages of their all too frequent boat stealing exercises.

Solve that issue, then many of the knock-on effects. including this one would disappear.

For me it all comes back to the great council house sell-off. Of course the people who were able to buy their council houses on the cheap were well chuffed - they were unconcerned about what those in the same position as them but a few years later in the process, might do.

But as I understand it, these people don't really want to live in a marina, they prefer living in the middle of the country with a nice view out of both sides of the boat. Just like there are lots of people who would love to buy a field in the middle of the country and build a nice house on it. Trouble is, if you allow that you end up with no real countryside. As for London, it is all about space and a marina would take up just as much space as a block of flats.

I think you should bear in mind that your situation on a river is a different kettle of fish to a canal in the SW of England. Your position is that CRT are exceeding their powers by requiring mooring permits for riparian rights holders and registration for boats not used in the MNC, whereas on the KandA we have a load of boats who have bought licences promising to use their boats "bona file for navigation ..." whilst in fact remaining static as much as they possibly can due to jobs and kids in school. In your case it could be said that CRT are the piss-takers whereas on the KandA it is definitely the boaters.
