It's neither more safe nor less safe. Unless there's firm evidence that the number of child abductors has risen, which would be very peculiar, it's safe to say that a similar, tiny percentage of people might abduct children as was the case 50 years ago.
The Soham case changed everything in a flash. Rather than reassure concerned parents following a single incident the government of the time jumped on the bandwagon of hysteria. Rafts of legislation were passed to ensure that the default position of trust was changed to one of mistrust.
And so we have it.

I think that's right, there has always been child abduction and murder but it receives far more media attention than it ever did, and possibly it is viewed as a more serious crime than it was in the 1950s and 1960s, even in the final days of the death penalty child murder was not a capital offence, something that would be unthinkable nowadays if hanging was ever reinstated.
