Batteries only charging at 13.8 v so it's been suggested that I get a new alternator and/or regulator. Anyone care to try to tell a newby what he should be considering?

You need to measure what iyour alternator is actually putting out first before doing anything!

Do a simply 20v dc setting across your batteries, note it down then start engine and take reading..if its as you say take a reading at the output of the actual alternator to eliminate any high resistance, loose connector, cable volt drop issues!
No point in spending money on a new alternator only to find your pos battery clamp is loose! π

one of the problems with alternators is that the basic ones with a built in regulator, made for the automotive market, have an output range between 13.8v and 14.2v
Yours would be considered "in spec" on a car.
On them it is considered normal to only charge to about 80% or so as they have a different charging/discharging regime to a boat

Itβs a Barus Shire - Yanmar.
My money is on the Alt being ok and the problem downstream of it.
