From talking to a friend of mine on the Aire and Calder, the facilities have been removed from castlford. Where are people supposed to empty their toilets and bins if cart keep taking facilities away. My understanding is that all the facilities at BWML marinas are being withdrawn for non marina moorers, unsurprising really due to the sell off. Not sure if the facilities you mention are at the marina or not.

Limehouse marina (bwml) still has public facilities during office hours.
They are talking about moving the location of the facilities but the sale of bwml (if it did actually happen) does raise some interesting questions regarding use of facilities which were presumably funded by BW originally.

All the ones I know of stopped access when spun off from Bw. The fact s that cart are removing and not replacing facilities, that are really important for livaboard boaters. It seems to be part of a general policy of making life on board as uncomftable as possible.

Why the council? Surely the local cart offices would be more appropriate. If out of hours you could always post it through the letterbox.
