Its not all about London freeloaders there are quite a lot of other places on the cut where there are unnatural numbers of residential boats concentrated in limited geographical areas. Its not a housing shortage it is because boats are too cheap to live on.
Unless something is done to reduce the low cost appeal of living on a boat on towpath moorings then there is obviously going to be a bit of an unnatural bias particularly in areas with higher economic activity. Its not rocket science. Considering the fact that low cost and slightly stressful housing like living in a small boat originally designed for weekend camping is associated with other social problems in general I don't believe it should be the job of a navigation authority to deal with this.
I suppose the extra license income is useful but at some point a fairly serious problem is going to arise.
