I have those nasty brass effect vents. I'm not sure what metal they are made from but I think they are lacquered in some way. Anyway, they've corroded and look a mess. I though it would be nice to paint them black, will go well with my soon to be nice light grey roof.
Can I sand them, prime then black gunwale paint, or do I need to use an etch primer or similar?

I think I would be tempted to prime them not sure about acid etch on brass though could cause issues

A quick rub down with thinners and a couple of tins of Humbrol and Hey Presto, fly agaric mushrooms.

You could use a spray on etch primer, after cleaning and degreasing. Works well on aluminium windows or brass (non ferrous metals). Maybe use a fine paper to key up the surface, but not strictly necessary with etch. Failing that, you can buy brushable primer, suitable for non ferrous metals, from DIY stores, or, you used to be able to.
Have used etch on several plain aluminium window frames and after eight years show no signs of deterioration.
