Looking at it again I think it could be a boat which had sunk then been refloated and owner had removed and bagged the contents then placed the bags outside.
Possibly ?

I think I recognise foxy's photo, as a boat moored just north of Nantwich which has been there and in that condition a number of years (I was last up there 2017).
I can only assume it's licensed or else C&RT would have taken action.
The person onboard avoids all attempts at contact.
The Nantwich service block (and skips) are a five minute cruise or twenty minute walk away, so our impression was certainly that the occupier may have mental health issues.

ETA If it is the boat I'm thinking of, everything is onboard ... nothing is on the towpath.

What I don't like about the K&A (if true) are the hippies who threaten to set their angry, rabid, foul-smelling-breath and rotten-toothed dogs on you, if you dare park in their "mate's place" (on the Vistors' Moorings) 'cos he's doing his Continual Cruising down to the water tap and back. Any truth in those stories? So you don't like it even though you don't know if it's true or not? There's a name for this preduice. Oh yes and the picture you posted doesn't show any rubbish on the towpath, just to be clear.

CRT do allow some unusual movement patterns if a person has a protected characteristic. I went to a crt forum a while ago which mostly consisted of cruising club members. When the topic about enforcement was discussed they kept saying put a notice on then if they don't move another notice then another one. At one stage the CRT man had to mention the number (but not identity) of vessels which had had EA adjustments applied for health reasons. Physical and mental health. I think he was just saying "look - mind your own business!"

Yes that's the one.
Don't know if it's still there or in that area.
Can't honestly say if it was a man or woman on board, they ducked away so quickly.
I'm happy I don't live like that, but in the areas we saw the boat, it wasn't affecting anyone else.
I believed any reasonable person looking on would think the resident has problems rather than 'burn them'.

I've always been intrigued by the idea that people living on boats may eventually be viewed by the public in a similar way to pikeys. There are increasing incidences of "pikey like" behaviour in the boat dwelling population. I have observed it over the years. It would be a great shame if this happened because living on boats is seen as a positive by most I believe. If it becomes viewed as a negative that is when regulations come in to make it more awkward. I tend to think people would not become abusive for no reason. Whilst I agree that there are more scruffy boats nowadays, I really disagree that people need a reason to be abusive. There seems a rapidly increasing number of people who appear to want to be nasty to others. They need no reason, they are just nasty. I’ve been verbally abused 3 times in the last couple of years, for absolutely no reason. Anyone a little different, like the boaters in the article have no chance of a peaceful life. It’s a sad state of affairs. It makes me ashamed of my country.
