Thanks for the information Tony. In my own case, the mooring is on the navigable channel, so I guess their demand was reasonable.

Even on canals, where there is indisputably only one navigable channel, there is nonetheless the "main navigable channel" within that, that CaRT are obligated to maintain to a certain width at a certain depth. To identify whether you are moored within the main navigable channel you would need to identify the relevant data in the Fraenkel Report for the section of river you are on.
