I've been contacting cart to help a vulnerable elderly boater who doesn't have a phone or Internet acess. To be fair the local enforcment officer has been helpful and understanding of this individuals situation. But the welfare officer leaves a lot to be desired, first of all he never answers his phone, I first started contacting him In early December of last year. He finally rang me today, when I pointed out that it was December when I contacted him, it is now sept of the next year. He made a mealy mouthed excuse that he covers the whole country and can't cope. When I suggested crt maybe need more welfare officers then. He took offence and refused to talk to me anymore. So any way how do I go about making a formal complaint about the welfare officer?

I don't know, but good on you for helping this bloke out. It's not easy,but it's what we are supposed to do isn't it? I can't belive there is only one welfare officer for the whole of the country. He obviously can't cope, so surely every area should have its own welfare officer? Unfortunately I think it is just another example of where boaters come on carts agenda, wellbeing charity my arse.

The Welfare Officer does have alternate explanations for his inability –
we had our first child and I have been dragged (kicking and screaming) into the parental world. It's been amazing! It's also been, tiring, scary, and stressful, especially when mini me is trying to tell me that something's bothering him but can't yet speak so communicates through tears and screams...loud screams I might add...
If only he would talk
And that's what prompted me to start this blog. Here is a young baby wanting to speak, wanting to tell me what's wrong, but can't yet form the words. He desperately wants to tell me he needs help and what I need to do.

There is a great link (below) from the Mental Health Foundation that helped me realise I should be doing a bit more . . .

This may help clarify the role of the welfare officer, though the document itself is undated so may be out of date. canalrivertrust.org.uk/media/library/9023.pdfInterestingly it states “.........Cases of welfare support and vulnerabilities will initially be dealt with by local teams. • I’m always here to offer advice if needed.” So maybe more hands-off then you were expecting.

CRT seem to suggest the waterways chaplaincy on their web site www.waterwayschaplaincy.org.uk/ they may be able to help. At least they have a team of about 6. By coincidence I tried to contact them about a live aboard lady boater near Hillmorton who’s was acting very strangely and was scaring almost everyone who passed her. I was a bit concerned she was missing some medication or could be a danger to herself or others. I couldn’t find a chaplain which covered that region but tried to send the info using their web site form...still not heard back from them (although I understand from a local that the police are aware due to her threatening behaviour and that a chaplain was supposed to visit yesterday). Hopefully they’ll be Ok but it does seem that more and more vulnerable people are falling through the net.
