No not about brexit bollox, but the stiff upper lip I’ll be alright tally ho old chap british bravado.
Cruising up the Ashby today, halfway between Tesco and basin bridge and a boat is moored up where you really wouldn’t moor up, slowed as I passed and the chap said did I know any good mechanics, why I asked, engine cut out he replies, do you have any tools I reply, no he said, I slam it in reverse so I can moor up and offer any help, he puts his hand up and says it’s ok I’m sure I’ll sort something ... so I carried on.
Now I’m not great with engines, but I might be better than him and would go through the motions of checking fuel stuff before sucking my teeth, or maybe getting lucky and find out why it cut out.
So why would someone dismiss help, wonder if he still there with no lights and a grumpy wife who can’t watch strictly.

I wonder if he knew what the problem was and just needed some tools, maybe the first question was out of politeness, leading to the second more crucial question.
Or he dident want you touching it.

I had a similar thing happen last week. Passed a motorbike that had parked up with the side panel off. I stopped and reversed back to ask if I could help. I received a one word reply of No! I left pondering what’s happening with bikers these days. Seems it’s some boaters as well. Somewhere, sometime, we have lost the camaraderie that made me proud to belong to certain groups.

He was moored up where he shouldn't be, you said - at a lock landing or water tap perhaps? "Engine cut out" just an excuse. What kind of twat does not have any tools on board? Kitchen probably stuffed to the ceiling with cannabis plants, which is why he didn't want you lingering and then blackmailing him.

Sometimes I've found that folk are really in need of help but feel that they are imposing on you if they ask for it to the point where they will decline an offer of help freely made for fear that they may be inconveniencing you. Early last year I encountered a moored boater on a broken-down boat who was freezing cold to the point where he was almost blue and I almost had to forcefully override his decision to decline my offer of giving him a bucket of coal for free. In fairness he did eventually seem happy to have lost the skirmish.

That sounds more likely to do with inadequate depth than being in a rude position with regards to other waterway users.
Note "wouldn't" not "shouldn't"

Speaking on behalf of mechanical buffoons , it can be embarrassing to admit ignorance coupled with a degree of guilt for being so incompetent, particularly to a stranger.
Good of you to offer assistance, and please, don't let this refusal to accept, put you off offering in the future.
Once one fully comes to terms with ones own limitations, assistance from any quarter will become acceptable.
