Almost answered this in the other place, but it would do just as well here. (for Duddlebug)
Painting boats over 11 years taught me one thing about stripping sanded roofs, and I've tried almost everything; including scraping for four days on a few. After many attempts at pleading with the various people I've worked for to buy a scabbler, I finally got my hands on one, similar to the one here - www.brandontoolhire.co.uk/en/surface-preparation-tool-hire/143-rotary-scabbler.html
This type of tool will clear the roof on a 60 Ft boat roof in about three hours. I'd advise getting one that can be attached to a vacuum. The star wheels should be those for concrete; those for paint will wear very quickly. The wheels will not damage the steel if kept flat, as they should. The only time I've known damage caused is when I've clipped a corner; not very likely on a roof, but I've stripped the cabin sides with one and it's then possible to clip the handrail area; easily avoidable.
Disks, flap-wheels and grinders create so much dust and crap, not to mention being slow, that I'd only use a scabbler.
