I definitely think people who use towpaths to save money (cycle to work FAST rather than use public transport) should be charged money for the privilege.
Like toll gates

It would be too awkward to enforce. BW did put in a lot of gates on the towpath in the 90s (theoretically to discourage motorbikes I thought) but they were quickly broken and eventually removed. Not sure if there are any left now. Its probably unenforceable. The cycle permit thing -could- work if CRT had the right (and the might) to stop people but with so many access points to the towpaths its pretty much a lost cause at the end of the day

Maybe compulsory insurance for all bikes the police will enforce on the roads. A percentage of the money could be donated to a charity like CRT.

I'd have to kill you if I told you. Last time I had access to it I don't remember the exact figure but it was in the 60% region. I'm not ready to die yet so an approximate level will do. Not a problem.

I would have thought 60% of the population have bikes. Probably more. A lot of them in sheds I expect.

No 60% of the people they sign up as friends are cyclists. They target them deliberately on the improved towpaths. " look at all this good work we've done, give us money and we will do more."
