He is refusing to finish my complaint on the grounds that I can't find any evidence that he is the actual ombudsman. I suggest you read the Standards and procedures document that was updated in March 2017 - ... and make a complaint about the service you have received. Make the point that, unless the Waterways Ombudsman Committee can produce evidence that Walker was properly appointed in accordance with the rules of the scheme then in force, they should be using their powers to appoint their own Ombudsman rather than appointing him for a second term of office. Also, you need to check very carefully the status of you complaint and reasons given by Walker to drop it as you may have grounds for complaint about that as well.

Sad to say, it is possible that the 'revised' Waterways Ombudsman Scheme is no longer in operation because the committee that oversees the scheme is not meeting. Based on this thread, and communication with one of the members of this forum, I requested C&RT to provide me with minutes of meetings and the latest scheme annual report. The response raised alarm bells so I have asked various people (C&RT employees, a C&RT trustee and two of the 'independent' committee members to provide a personal assurance the the committee is in operation and a quorum has met one or more times in 2017.

I have now been in touch with Steve Harriott, chair of the Waterways Ombudsman Committee, who has told me that the committee is in operation. It last met in April this year and will meet again in July. Its Annual Report for 2016/17 will be published in late July or early August.
