There are some fairly old signs around Kensal Green on Paddington Arm of GU which say that the towpath is managed by Kensington and Chelsea council or similar. Seems a sensible way to arrange things. Boaters still have a mooring right attached to their license and a right to use a footpath due to being a person. Anyway, it's probably easier just to keep our heads down and put up with it. Yes - shut up and pay up.

An open prison is a place where continuous cruisers are trusted to serve their sentences with maximum supervision and perimeter security, but are not locked up in marinas.
Continuous cruisers may be permitted to take up employment while serving their sentence, and use specified mooring on the towpath for no longer than 14 days.
In the UK, canals can often be part of a rehabilitation plan for continuous cruisers who have left marinas, but they must follow and adhere to CRT's made up terms and conditions.
Continuous cruisers do not have complete freedom and are only allowed to leave an area when CRT say so.
Failure to comply with CRT's bullsh*t even after being logged incorrectly will have you serving the remainder of you're sentence at a regional marina.

I have been informed that The Canal & River Trust have obtained permission from DEFRA to restrict access to a section of towpath at Stoke Bruerne for the duration of the event. Pedestrian access on 9th & 10th September will be restricted by the charging of admission to attend the Village at War event. Wristbands will be available to purchase from checkpoints on the towpath and around the village. Admission charges are Β£7.50 per adult. Excellent idea. The sooner they roll ithe out to all other towpaths, the sooner we will rid them of cyclists, fishermen, joggers and dog walkers Even if the bastards pay up, we can look forward to lower licence fees
