As in the title, time is running out for those that haven't.

Would have been better if nobody had bothered to be honest. CRT need to get a percentage of replies to validate the outcome. If that percentage had not been reached, the whole process would have been null and void.

At least if their is a healthy response in opposition to the preposals they won't be surprised by the action that follows.

I did mine a while back.
The government guidelines on this particular consultation have to be observed, and adhered to given they will be going against legislation, (if they wish to roll it all out). Questions will be asked, and CRT will have to show due diligence was given throughout the process. This is why CRT have constantly pushed on this consultation. They need a return of minimum 30%. Initially they had 20%, which saw them panic and promote another push.

The first FOI request at the end of the process will be, how many non boat owners took part in the survey, as I know that many were asked to fill it in.

What you have said does worry me as only boaters should have a say in this as we are the ones that will be affected. Its seems that CRT doesnt have any scruples when it comes to gathering dosh to pay bonuses/pensions etc

The dvla doesn't consult every motorist over planned licence charge changes. CRT don't have to consult boaters. They could consult cyclists if they wanted, but would look silly.
From the word go this has been a cynical attempt to pass on the "blame" for licence fee increases changes to the licence fee payers who have actually have no say in reality.
It's just fluff for image management to divert the half interested away from the reality, leaving only the boat owners in the know while crt smile at at all other users, saying "As you can se we are nice, we are benign, we are here to serve, we bend to the users wishes, no need to worry about us".
