It seems if you want to contact him in his role as Secretary of State for the enviroment etc. He has another email, which is correspondence.section@defra.gsi.gov.uk in case anybody is interested.

Cannot remember off-hand. I would have thought Secretary of State for Environment, Food and Rural Affairs, but do not have time to check just now [getting ready for another High Court appearance tomorrow that should never have been necessary].
You could probably find out by searching the terms of the Transfer Order and associated papers on the Waterways Infrastructure Trust, which will set out the requirements for flogging off the national assets. Whatever this High Court appearance may be for Nigel, I wish you success with it. Peter.

This time it was against neighbouring boaters rather than boating authority [CaRT belatedly disclaimed all knowledge of &/or support for their actions]. Not an entirely wasted day; I sought an injunction against interference with and trespass on my property, and the judge recommended reaching a temporary written agreement satisfying immediate concerns pending action for a long term solution. Brokered by the day's on site pro-bono lawyer, the agreeement does indeed protect my position, but I could have done without the hassle and unpleasantness, and the necessity to do work that I could have put off otherwise.

I understand that you could have used the time there better Nigel, but the time wasn't completely wasted thanks to the recommendation of the judge.
At least your position is protected now.
