Which makes you think that they are planing something In conjunction with local authorities. Which can't be good for people who livaboard in the end. Maybe a way of getting council tax out of livaboard boaters wether they have a mooring or not? Look out for a declaration of if you live on your boat connected to renewing the liscence. The authorities in London must be looking at the people on boats and be counting the lost revenue.

Yes this seems probable to me and appears to coincide with a lot of loud shouting about people having "rights" to live on the towpath when in fact they don't have such a right.
Strange coincidence ?

No there is no coincidence and cart don't do things by accident, it's also quite worrying them asking about people's health. Is this going to lead to cart refusing to liscence boats on health grounds. For the "safety" of the boater of course.

Maybe councils are aware that with collecting cash for services provided by them to boaters, once crt officially contribute on boater's behalves the boaters get some rights and demand better towpath disabled access etc etc. ......... Maybe, councils particularly in London plan on getting a lump sum from CRT in lieu of council tax revenue. This would have to be aid to every council with canals which is why they also want to know whete you boat. CRT realise the best thing to is cough up and need some numbers to base negotiations on. Frankly I can't see this impinging on particular boaters, it's too complicated where boats move from one council tax area to another. But if they can say the average boat has 2 berths and there's a continual, say, 200 boats in a particular council tax area, a figure can be calculated and ageed on. Anyone can count boats, bit pnly crt can atempt to gather some berth numbers. The cash to come from CRT's central fund. Then on the next licence review they can say continuous cruisers cost us £x per year more than home mooring boats, citing a longed for but now proveable cost distinction between the two.

If I'm right the best thing to do would be fill in the survey and say your boat has one single berth, better still if everyone denied living on them even temporarily. This will keep the figure crt coughs up to a minimum and may influence and limit the cost differential crt can justify.

when considering housing needs, housing authorities consider potential occupancy as well as actual occupancy. what? I thought crt had done everything not to be considered a housing authority? They merely want to tip off the local housing authority so that you'll get done for more Council tax, and like taxi drivers expected to receive tips and taxed beforehand by the Inland Revenue, they'll have you down as putting up lodgers and receiving undeclared income from them (even though you aren't). Those who answer 'prefer not to say' (ie. Fuck Off) go straight onto the black list for targetting/harrassing later.

Fools seldom differ? I would also say that choosing a 'colourful' ethnicity will also keep them off your backs. But perhaps that's being a bit naughty. If you pretend you don't speak English it will help to hamper them.

So why haven't 'continuous cruising' boaters been done for Council taxes / Poll taxes before. I suppose it's easy to collect extra invented taxes from boats in marinas, like shooting goldfish in a bowl. I'm certain boats will be fitted with transponders soon (all the buses in the company I work for have them) so there will be no escape.

I'm amazed it's never been rolled out to people with no home moorings, as part of their licensing agreement, to have a fully functional tracker fitted so they can clamp down on Piss takers!

Yep, clamp down on all the piss takers - double the licence fee for all boats not used as a main home - punishment for not helping with the housing problem.
