Seems like a good idea if it protects the drunks from drowning.

I for one hope fencing doesn't turn up by canals. It would be a bad thing.
Canals have been here for a couple of centuries and the vast majority of people who carry out activities in the vicinity of canals can and have been able to deal with it.
The only thing fencing will do is make the fence manufacturer richer.
And a fence is also something to climb onto and do showing off type activities.
Guard rails are sensible around tidal waterways (not really needed but quite sensible specially if there is a big drop) but the cut - NO..

I would suggest a more sensible option would be to install more egress ladders with chains between them. with signage* requesting boat users not to block the ladders. Then if someone falls in accidentally (not due to being a dickhead) they can easily get out.
*signs to be BESIDE the ladders not across the rungs like I saw at Canary wharf. "No unauthorised access" sign cable tied to an egress ladder making it almost impossible to use it for its designed purpose !!

The River Aire is fenced through most of its transit through Leeds. The River Avon is fenced through most of Bath. Doesn't stop mostly drunken people falling in. Though the Bath fencing is convenient to tie too.
