So cart are going to rebrand themselves, with nice new torquise uniforms and a new logo. For a supposedly cash strapped organisation is this the best use of funds?

I went through 33 years of re-branding in various guises during my time in the NHS, re-structures, management re-organisations etc etc. I can't think of one that made the slightest difference to the end user ie the patient. Waste of money.

It begs the question what are they trying to achieve by rebranding. What's the outcome, they think it's worth spending millions on to try and achieve ?

I suspect they realise they need to change their image in the face of adverse comments on social media and in their dealings with the public (not just boaters now of course). Plus surveys they may have done have not perhaps come up with the results they expected or hoped for. So on the one hand it is a good thing that they appear to be responding. But it is of course not just about new sweat shirts and it may all just be down to the fact they have been heavily lobbied by some expensive PR company seeking business.

It does all seem to be about public perception of them. But it will take more than a cosmetic change to alter that. It seems like some kind of vanity project to satisfy some bodies ego. How can you be so strapped for cash you have to borrow millions, but then have enough money to waste on re branding? Something isn't right.

I mentioned the rumours of a rebranding in my 'conversation' with Mathew Symonds.
He did not comment on it, either to confirm or deny that it's going to happen.
In the context of the conversation I felt that was significant.
