"The luxury fleet was imported so visiting leaders could be driven around in style in a country mired in poverty." I got the impression PNG had brought the cars in... still looks like it to me. If they've got the money to show off and lend 'officials' luxury cars for a visit, then fuck 'em and good luck to the people who nicked 'em.

I don't understand the reference to 'snobs', unless you mean anyone who has privileges that you can't share, which is not the correct meaning.
The assholes who did not return the cars intact are just greedy opportunists and the host government was probably staffed by corrupt officials taking back-handers.

Over in Bali the British taxpayer, as part of its 'foreign aid' mission, is funding the lecturing 25 Indonesian folk on the matter of prevention of terrorism. Each delegate is being put up in a 5 star hotel for 3 nights. The embassy insists that all its hotel booking are 5 star, nothing else will do. The delegates are treated to full board at the hotel but apparently that's not enough, so each one receives an envelope with the local equivalent of £200 for their 'further expenses' during their 3 night stay. That sum would give me 2 weeks of lodgings and meals, with transport and a few beers thrown in. One can only guess at the further expenses they might incur, but plenty of 'ladies of the night are available', or 'boys of the night' if that's your thing.
It's not just third world countries that are spending their tax payer's money like it's confetti.
