The registered keeper does not need to live at the address on the V5C. Just be contactable at that address.
Tony Dunkley really is as thick as shit. From the link you posted... "To proceed with an application you will either need to provide a permanent residential address or alternatively a postal address where you can be contacted. This could include the address where you work or a family membe r or friend’s address where you have regular contact"

Why do all your vehicle Logbooks [V5C] carry a false address in Kent for the registered keeper, when you have continuously resided on a canalboat (that you also falsely claim to own) moored to farmland at Colehurst Farm (postcode CV23 0PT) adjacent to the Oxford Canal near to the villages of Stretton-under-Fosse and Brinklow since sometime in late 2014 ? www.gov.uk/change-address-v5c/change-name-address-v5c

In fairness, Tony Dunkley has never lived on a narrowboat- when Halcyon Daze was (quite rightly) removed from the waterways he had to come wobbling down from the room he rented in Pam Pickett's house- so it's perhaps understandable that he doesn't understand DVLA's requirements with regard to liveaboard boaters.
