As for plebiscites it seems blatantly obvious that all no cast votes should be counted as happy with the status quo. If you can't be arsed to vote then you are by definition not bothered. To be fair, if you don't vote then you don't care which way it goes, because if you did prefer one way over the other you would vote. Yes but if it was made clear to everyone that by not voting they are agreeing to the existing arrangements then it seems likely a lot more people would vote and the outcome would be more accurate and representative. Obviously it would take a lot of advertising over a number of years to get it through and it would have to be written on postal communications. Maybe a rubber stamp on the envelope.

If not voting would be counted as remain, large numbers of remainers would see no point in voting as voting or not voting would have the same effect, so they would stay home and watch telly.

Well then that would reveal the wishes of the public wouldn't it. You are assuming that there would be a clear majority one way or the other. What about if all "remainers" stayed at home watching home and away but 55% of the population eligible to vote felt strongly enough about it to vote because they had been made aware that by not voting they would be counted anyway as agreeing to the existing arrangement. "No vote no voice" gives the wrong message

You cant have a system that presumes what people are thinking. If they want their voice heard they know what to do.

That can be a lot more difficult than it appears for boaters out cruising... at the recent European election, my "local" polling station was a 600 mile round trip away. Perhaps in this day and age it could be possible to vote online, although I can see that there might be problems with the usual Labour fraudulent voting as happens with postal votes.

We do postal voting ... but you still have to do the round trip to collect the paperwork.
