What does he mean, "He believed he passed a test"? I mean, surely you know without any doubt whatsoever if you pass a driving test?

Technically it's not a defence. The report says the charges were dropped as no evidence against him was produced. Therefore there was no case to answer. Do no one else can rely on using the same excuse.

Well, I like Guy Martin so I'm glad he got off but I'd have to say it's difficult to understand how somebody could be scammed into thinking they had passed a driving test.

I don’t think it’s that difficult. Like so many tv personalities he lives his life organised by “fixers”. If your fixer says you’ve got an HGV driving test today, you go along, you apparently pass and are handed some paperwork, it’s not that hard to see how you could be duped. That he was in Northern Island and the licence was apparently an Eire one was clearly not enough of a clue for him. But he does seem a nice bloke, and harmless - even behind the wheel of an artic.
