The mess at Figure of Three locks looks to me suspiciously like a C&RT rehearsal for a second attempt at what they failed to achieve at Whaley Bridge last year. Yes, there was a bywash down that side, I don't recall trees growing but it may not have been pointed up or checked for loose stones etc. That lock is especially at risk in floods, the river curves round towards it then heads parallel to the cut, "fig of 3" referring to the loops in the river adjacent, with only maybe a 4ft earth bank next to the towpath. A couple of locks on the Rochdale, 16 especially, were prone to the towpath washing out by the lock. They've finally laid reinforced concrete. That's probably what needs doing to this lock, future proof it.
