Yes. make sure you change the oil though, it goes 'bad' if it's left lying in the sump. If possible, get the marina owner to run it up for you, just to make sure the oil gets moved around, to stop it from going 'bad'. Oops sorry, forgot, the engine won't start. I suggest a good couple of cans of 'easy start' better to risk damaging the engine than having that nasty oil lying there for 3 whole weeks. You've got a bit wrong there, "Pay the marina owner just to tell you he's started the engine, cos he knows you don't have an engine hour meter." In this day n age, Anyone with a modicum of sense could arrange a ‘Zoom’ Meeting between them self and the marina owner cleaner tasked to do the job so they could watch / listen to said engine running.👍

Patience is a virtue. Apparently. I usually leave patience to doctors myself but heard that if you can exercise it then it can be rewarding. st Augustine said the reward for paitience is paitience.

Or turn as in putting a key in to turn it over ?..cept if its on the deck u can't do that.... or have u got one of them rope thingys like a lawn mower to pull? Spinning it on its sump won't work, try rotating it on its vertical plane 360°. The oil will go everywhere.

it should really have a float test, however if it fails it's a bugger to get it back onto the back deck again

It's blocked with Beans. It needs a Spill Test. (as TonyDunkley can advise). The best way though, spill test it with a lump hammer, threaten it till it spills the beans.
