Parliamentary records tell us what it means. I spent some time going through what led up to the British Waterways Act 1995 and what was said in committee.
To cut a very long story short, BW wanted all boats to have a home mooring. It also wanted the power to erect signs restricting mooring in various ways. The Act that came out was nothing like the bill introduced because CRT was unable to demonstrate the need. The compromise thrashed out was no power to erect signs but boats that did not have a home mooring must be used bona fide for navigation. BW wanted these boats to move every 14 days but the committee suggested a longer period, say 28 days, might be better for boaters. Asked why 14 days, BW responded that if a boat had not moved for 14 days they might begin to suspect that it was not being used bona fide for navigation.
With no agreement on how long we have the "reasonable under the circumstances".
What one might deduce from the above is that the test for "bona fide navigation" is simply based on how long a boat stays in one place.
Nigel told me that courts tend to disregard what was said leading up to to an Act but rely on the Act itself.
Strange fact - The BW representative at these parliamentary committee meetings was named Ken Dodd.

A new development today as Tom Deards, acting on behalf of CRT's Board of Trustees, has written to the Charity Commission admitting to a second falsification of CRT's approved Annual Report. This relates to the changing of figures relating "visitor satisfaction" where CRT have altered the approved annual report to halve a significant drop from the previous year.
In mitigation, the Trustees say that this and the change to heritage data were "to put right errors that had been made".

Expert analysis - They published incorrect figures and then corrected them. When this was pointed out they asked the Charity Commission if they could publish the incorrect figures again.
