The signs are for cyclists.
Fast ones who are on an important time trial. if they are not given specific information about potential delays they may find problems with agitation, aggression, fast heart rate and eventually heart attack and death.
You really can't understand the severity of a ten minute delay unless you have experienced this scenario.
Probably paid for by Sustrans as they are quite good at paying to ensure towpaths are cycle superhighways, to be fair.
Fitted by an idiot who was not sure which way the cyclists would be coming from..

So it was fitted by an idiot in the wrong place. It is info for cars.

I was thinking of the continuous line of road traffic blocking the towpath when the bridge is closed.
Or do cyclists have priority over the cars.

Why would you write a sign that gives you times for when a delay may be expected. Like Ross said Bridge closed. 7.30 am to 9.30 am & 2pm to 6pm Isn't that nice and clear. Now for the delay. I wonder what thats for. It means the bridge shouldn't be operated by boaters during those times. At other times, expect a delay of 10 minutes, for when a boat is going through. Have you considered the sign is for motorists and pedestrians? Looks like you are easily confused. can you not see the car behind the sign I'm sure the driver will park up and walk over to read it If I had a sign that said Shop open Maybe closed for cleaning 9-3 4-5 Would those times be for when it's open or closed for cleaning?

As for your imaginary shop: "Would those times be for when it's open or closed for cleaning?" - I would suggest, that if there was a sign that first said 'shop open' and after that "maybe closed for cleaning 9-3 4-5" then I would suggest that means that the shop is sometimes closed for cleaning 9-3 and 4-5. Let's hope you can make a better sign for your imaginary shop, in your imaginary world where everybody has to wear face masks because there are 'no restrictions'.

There you go. Which is all irrelevant anyway.
However, if the sign is aimed at drivers then it's almost correctly written.
However the issue is how does a motorist read the sign.
I'm not aware of any other signs but that is of little significance as how do they read this sign. When a boater reads this sign it is very easily to be confused.
For the record I've never been so any claim its confused me is baseless.

Maybe it should read
"Dear motorists". If the barriers are down there will be a delay of approximately ten minutes while a chilled out person possibly with a wide hat and a beer comes through in a boat at 3mph. If you can't deal with this then please alter your routing to avoid the bridge".

The point is that the bridge is inoperable (locked out by a timeswitch) between 07:30 and 09:30, and between 14:00 and 18:00. So there can only be delays outside those periods.
