The motor is probably okay. Looks like a 80/100 RC plane motor. 80mm diameter.
It's just that a seagull driveline is not going to be all that efficient and the motor will be noisy.
It might be okay.
I like the bodge side of it but if you bodge it then it's important that it works properly.
Although brushless is very good and very powerful it is not as quiet as brushed so I think given there is not a weight problem that a brushed e-scooter motor would probably be a better option for a seagull.
The brushed v brushless debate is never ending.
A nice thing about brushed motors is if you burn the controller you can direct attach to the battery and get the motor to turn.
Brushless are electronically commutated so if you burn the controller that's it unless you carry a spare.
A hazard with brushed motors is that if the controller does burn then if often means full power which in some situations could be quite dangerous.

The 'bodge side of it' is the problem. These things are usually done with several cans of beer and liberal sniggering. But I concede that if a more serious attempt was made, then the money involved for a battery, purpose-designed case etc means that you may as well buy something proprietary instead.

As for the driveline, the problem a lot of well-used things have is that the gearbox bushes are quite worn. However if this is not the case, then the very simple crown and pinion arrangement is most efficient indeed.
