One could argue that people who have chosen to be "off grid" are saving vast amounts of money anyway. In the case of boaters there even are situations where people sidestep paying local rates like council tax.
If one choses to save this money then surely the money gets put away somewhere safe for a rainy day..
The only reasonable way to proceed with this sort of scheme is to follow something like CT otherwise it is too complicated.
If you are outside of the system why would the system then help you?

It's a bit of a paradox. They're not going to give it to me because technically I live in a house, and somebody else's house at that so she'll get the rebate as the bill payer.
Of course I'd welcome free money but then Council Tax is two grand a year and I don't pay any of that so I can't complain really. I live "under the radar" and have to cut my cloth accordingly.
