When he says "people will have to pull up for the night" he's obviously talking about visiting boaters, rather than trip boats working from dedicated locations. What planet is this bloke on if he thinks boaters are going to buy and take on lifelong responsibility for a horse so that they can visit the re-opened section for a week or so?

I'm imagining a local yokel with a horse plying for trade with the said passing boats. It would be a bit like getting a tow through a tunnel in the olden days of yore innit.

How long until it’s the same on more of the network? It would be much cheaper to maintain if it didn’t have to be navigable. Maybe half the network for nature half for boats with propellers.
