There are restrictions placed on how the non-operational assets are used, however, and a 'protector' appointed to safeguard them. Maybe you could expand on this Alan, as Im not sure there is a "Protector"

Okay and they are called the protector are they. That's the term I have always heard. I'll have a quick look, I have something on it somewhere.

I've just read his report 2013-14, it seems he is the protector of the investments. AIP annual investment policy GIP group investment policy These seem to be the only things he has oversight over.

There is an explanation of CaRT's GIP in September's Floater - www.thefloater.org/floater-september-2016.htmlSee the article Diversifying endowment investment loses moneyWhilst acknowledging that they have recieved the Protectors report for 2015/16, Defra are refusing to publish it.

Last night CRT/muse’s proposal for the development of Hale wharf including a 21 storey tower block was rejected by Haringey council. I understand the most interesting objections came from Del Bremmer from the Regent’s network who argued that CRT had no right to be selling off the family ( national) silver, and should be focussing the development on projects that benefited the waterways.
Don't suppose the protector gave this a thought

So basicly they diversified by selling £100,million of property this has lost -3.05%, so it would have made more just left in property. Crt get worse the more you find out about them.

His job seems to be twofold - - To make sure that CaRT is prudent with its non operational assets. - To ensure that the assets are grown such that grant is not needed in 10 years time. I sure that as far as the protector is concerned getting planning permission at Hale Wharf is good as it increases asset value.
