If there has been an "order" by which I assume they mean a lane closure indicated on the matrix boards then I would of thought drivers ignoring that could of been subjected to some sort of penalty more severe than tweeting.

Yes. Overtaking.
The middle lane hogging problem is a fundamental weakness of a 3 lane motorway.
What needs to be done is to ban cars from the inside lane except during the exit phase. That should sort it out.
And ban HGV from any lane other than the inside lane. The easy way to achieve this is to arrange regular gantries with cannon balls on strings which destroy the windscreen of any over height vehicle on impact.
This would solve many issues.

Of course for this to work Caravans will have to use the overtaking lane, to get past the flat cap pootlers, which will have wagons passing on the inside naturally.

It is with when shed dragging, otherwise it breaks the tedium to cut smartly across their tail, nip past and cut smartly back into the innermost lane, where you are supposed to be. All assuming little traffic etc.
