I could see people using that for entertainment in hot weather. The other day I was in Paris Gare du Nord on a train change between TGV and Eurostar. No euros as i just use my card. Needed a piss but need to pay. So I wandered out to the bus station area hoping for some natural cover but nothing. Then I noticed a three way open air urinal. Actually quite a good thing and quite amusing to use it. Well designed thing. (Random image shamelessly stolen from the internet)

Not usable by half the populace, unless they have a sheepiss. Mainly because there is no mirror though.

There some toilets in Biarritz that automatically flush between uses.
Notorious for malfunctioning and either dousing the occupant, or opening the door mid-performance.

Ive seen these open air urinals several places abroad..I guess its a simple option for blokes. Very very common in France. And often on caravan/camping sites the urinals are often not segregated in any way from the general circulation areas in the facility blocks. A bit disconcerting until you get used to it.

There are 'pop up' urinals similar in London. They stay out of sight/underground until the evening, then rise like somethink strange (don't try standing on them whilst doing they are rising...).
