He's very much rational; knowing the boat was beyond practical let alone economical repair he instead wisely spent all the money on beer.
The most crazy part is that so many people gave him money. Most probably didn't know him. Oh, the power of the need to virtue signal is so strong in some people!
I did get people contacting me via Twitter(dog has her own account with a following of over 16k people) during the time Freya had all the surgery and nearly died to suggest I set up a 'Go Fund Me' for the costs.. I didn't but I think people are drawn into these 'crises' and want to be part of a solution. There was one woman who got funding to buy a car to take her dog out.. crazy.

Try reading Sections 8 and 9 of the British Waterways Act 1983 - carefully and properly - and preferably with the aid of a dictionary and a thesaurus ! I wouldn't advise that, given the fact you did so and lost three boats.

Your grasp of plain written English is no better, . . . but at least it's on a par with the thick NBTA retained lawyers who have failed to provide this man, and many others, with adequate, purposeful and well directed representation in the past. Today I had the great displeasure of being forced to hand over nearly £1000 to the waterways authority just so that I can float and travel about for the next 12 months.... then, hours later, there appeared a man on a bike with a life jacket who put my number into a little black device he pulled out of his panier because I was moored here - what's going on ?

They are trying to tell you it is a licence but is actually isn't as on some situations they don't have the legal framework to license use of the waterway. At least they didn't have this yars ago. I can't recall if I gave a shit but now that I don't have any boats on scheduled rivers I am unsure as to whether it is relevant. It probably is to some people. Extinguishing of the PRN is bad news.
