A stretch of canal towpath is to be closed off at night following the deaths of two teenagers in Manchester. The body of Orlando Nyero, 19, was found in the Rochdale Canal on Wednesday. In March student Charlie Pope was found dead in the same place. Authorities will immediately put gates up to seal off parts of the towpath near bars after 22:00, Manchester Water Safety Partnership said. Charlie's father Nick Pope said "you've got to protect people from themselves". www.bbc.co.uk/news/uk-england-manchester-44394535

I imagine (and hope) that the gates will be closed with a BW watermate key.
Or could CRT use this type of situation to their advantage by installing security gates with keys available to boat owners only for say £25k a key or something.
That would make sense.
First key free to all license holders then any other keys are £25. "Non copyable" keys. This is what CRT do on my residential mooring.

The towpaths should all be gated and closed off from the general public. Only for their wellbeing you understand.

Maybe CRT should just invest in more jolly signage.
"Caution. Do not piss in canal when drunk - use hedge"
"Do not swim in canal it is dangerous"
"Danger deep water"
"Warning - there is water immediately adjacent to this path do try not to walk on it"
That sort of thing, to cover themselves against claims. There must be ways around it without fences. What are these people doing which makes them drown in the cut ?

"He said the "emergency action" would help prevent further deaths but more permanent changes must be dealt with by the Canal and River Trust, owner of the canals."
why should CRT do anything?
if the council and bars want a gate. then they know what to do.

Seems like a good opportunity to hand over general towpath managment to the local council. Not sure how this would go down with boaters.
