I reckon its the bar connecting the paddle to the rack. That's a paddle (or sluice) rod, . . . stalks are parts of flowers, weeds, and fruit. I've also heard the word 'stalk' used as slang for a prick, . . . so it could be a reference to the Trust's CEO - Richard 'the Dick' Parry.

I'm just thrashing about trying to think of words which clueless people might use to describe parts of locks, or spelling or Chinese whisper type errors.

Only problem with my theory is that it does not take a week to deal with it specially when there are two paddles anyway.
Lock would remain operational.
It could be a typo of "stank" which is normally a temporary damning of a waterway but could possibly be misinterpreted as a lock gate cill.

The girls in the Leeds call centre are pleasant and friendly enough, but tend not to be too clued up about the minutiae of mechanical engineering. I imagine that most of them would feel more confident in explaining the current plotline of "The Vicar of Dibley" than what a canal lock actually does.
