CRT are looking into it as an alternative to dredging.

I knew a guy on the Broads who did dredging, piling dyke cutting etc and one of his workboats was a huge tank with a digger arm mounted on it, no engine so if he wanted to move it he did so by paddling with the bucket arm just like the vid Phil

Isn't there a police boat built like that for recovering evidence? Called "the long arm"?

It may look a bit unusual, and certainly isn't a cheap way of motorising a barge, but for dredging barges that are equipped with a crane like that, it's almost the standard way of moving around.
When they're dredging on the river where I'm on, they always move like this, only for going through the locks, they will be moved by a pusher, or if they're not too wide taken alongside another barge to pass the locks.
