That looks like water has been infiltrating the wall for some time - almost like how a sinkhole would form. Back on topic.
The concrete is not the dam wall, it's just a covering to protect the earth under it. Problem could be (most likely) water getting underneath the concrete from the surface - therefore no potential for a collapse, or water pushing through the earth wall - high potential for a possible breach, hence the evac until more is known.
I had a reasonable grasp on dam construction, i wonder if there has been an underlying problem that has reared its head following the recent heavy rain? surely that area being in the wet and miserable north has suffered similar weather in the past?!

I think that the maintenance of the spillway must be suspect ...... considering it looked as if there were bushes growing on it, in the video

Derbyshire police are advising people on boats at Whaley Bridge to get off them ! Local taxi firms are offering their services free of charge to remove boaters from the danger area. Families are being evacuated from their homes. naughtyfox says get some wellies ! The man's a total arsehole ! Rog
