OK, trying to change my GP, currently an Out of Area patient at Goole. Long story short, I want to register in Retford as an out of area patient. I believe I am entitled (never thought I 'd ever say that), to register with any GP practice, there is no other reason for changing my GP except that Goole are incompetant, my patience has expired. Retford will only register me as Temporary, they will not take my medical records. They recommend I register with a GP near my postal address, that makes no sense either. I don't live there.

You need to have an address within their catchment area, if not they can refuse to register you as a permanent patient but must register you as a temp patient (3 months max) unless they have very good reason not to do so.
Them is the rules - good luck if you try to change them...

contact the local health authority for Retford, talk to them, explain the situation. They will if neccessary instruct a surgery to accept a patient if they deem it correct

First trying to register with GP near my postal address. Semms strange as they get paid per patient, presumably. I don't like drugs, operations, or anything like that, just best to have some back up in case I need these in the future.

It’s not unusual to be refused at medical practices until you point out the law states that you have a right to see a doctor. The law was changed a couple of years ago to make it easier for itinerants to register with a gp but some medical practice receptionists need reminding of it.

The doctor's worry about the possibility of making "house" calls so they want you resident in their catchment area. Explain to the local health authority that your body is in their catchment area and that you are never at your registered address. You cannot be refused an NHS doctor. They have to make some provision for you. Same with dentists. You also have to have access to your medical file now, its no longer a secret document kept by the doctor.

I use c/o Brinklow Post Office as my address at the suggestion of the Revel surgery, never been a problem.

Reading @socks last post on this thread confuses me quite a lot because a postal address was mentioned.
I suppose if this is a single occupant household then there -may- be a council tax issue if there was a second person registered at same address.

Yes, that could not be clearer. I tried to register locally but they would only give me temporary , ie three months, which is not what I want. The GP near my postal address has agreed to register me , asking for proof of address, not residency, as I don't pay council tax, but have a bank account and my CRT licence there, they seemed OK with that, I did not pursue the 'out of area patient' business as that did not seem to work with the last GP.
