Well the PRN has been discussed over the years by a couple of notable people who seemed to know their shit when it comes to the law. NigelMoore and TonyDunkley. I have always assumed the Thames had a PRN status but my 1979 "Launch Digest" issued by the then navigation authority Thames Water has disabused me of this notion. Quite intriguing. It's only the Thames but I really did think it was a PRN river.

According to this: nabo.org.uk/files/members/right_of_nav.pdfthere is prn on the Thames. Presumably it is the need for a licence that is your issue, but maybe the answer is that the licence is just a vehicle to ensure you have a BSS, hence there is no charge for it.

The publication it comes from is from 1979 which is 26 years before the BS Scheme came into existence.
I remember before 1995 there was a CofC but it was not mandatory in order to acquire a license / registration.

The local navigation officer inspected all new on the Thames hire boats and did random checks ober years.
