I suspect that to be true of the boat owner ... it was the couple residing in the boat I was referencing. I'm fairly sure they're not living in a floating wreck whilst the plasterer finishes their villa in the south of France. Rog Well that is, if you buy the story that the couple who have been living on it for many years, aren't actually the boat's owners. Possibly true on a technicality but otherwise, what are they doing living on someone else's boat? For years. And it's a wreck.
Let's see... I buy a wreck of a boat for £100 (previous owner glad to get rid of it). I move it to KandA and live on it with the missus. I never move. After a while the engine seems superfluous so I sell it to buy some more weed. Then CRT start getting ansty so I say to my mate George, "here George, I hereby sell you this boat for £0.50, but if you try and take it off me I'll tear your heart out." Job done, CRT put off for another few years.
No. I leave you to make prejudicial judgements ... you're very good at it. Rog

I wonder if the reason crt won’t licence it, is because he’s not the owner?

I would suppose the operator of any such vessel is subsequently blacklisted.

I wonder if the reason crt won’t licence it, is because he’s not the owner? I would imagine it is because it has neither a home mooring nor any means of propulsion, and therefore it would be unlawful to issue a licence for it.

I would imagine it is because it has neither a home mooring nor any means of propulsion, and therefore it would be unlawful to issue a licence for it. I reckon the CRT have put a block on it being licensed because of it having gone into cc enforcement. I had this happen to me and it was quite funny because I also had a CRT mooring. I had to call them and point this out when I changed the boats around as I had been blocked from buying a licence for a boat without a mooring. It is a person-level block not a boat-level block. I'm not sure an engine is required. Being capable of navigating the waterway is an interesting one. I thought this originally came about because of an old Regents lighter barge which ended up at Uxbridge Browns Meadow LTM and subsequently had a second floor added. I don't think it is in law that the boat needs an engine although without one it would be pretty awkward to satisfy the board. Reasonable in the circumstances? No engine.

Boaters without engines in these parts just get someone to tow them as part of the regular moorings shuffle around, which happens about once every 6 months...

Sorry, but to me he just seems like another George Ward(or whatever his name is).Quite happy to sit there in squalor paying nothing. How can he live on a boat(I use the term boat loosely)which he doesn't own but has no idea where the owner is ? A free loader on a wank bucket.

A wank bucket. Very interesting description, I’ve never heard that one before.
