Doing that you would need it to be accessible. A quick Google sat view of Sutton's Wharf on the river Roach shows it to be potentially not very public friendly. I don't think H&S would allow people to engage and without that engagement it seems unlikely people would get enthusiastic.
Pasta has gone up in price.

For a little contrast, the rebuilding phase of the Medway Queen project began in 2009 following funds of almost 2M becoming available; the planning stages were in progress for two decades previously. So 14 years later, and with a great deal of voluntary input from a small army of skilled artisans from a wide range of trades, the thing is afloat at Gillingham and, while a great deal of progress has been made, is a long way from completion; the latest fundraising drive is underway. The big deal now is rebuilding the engine(s) which will be interesting; it had a steam engine which used coal (obvs) but, as we all know, coal is uncool these days. So what the final result will be is interesting. www.medwayqueen.co.uk/Llys Helig doesn't have anything like the cultural value of the Medway Queen and my opinion is, given the current state of the hull, that the notion is a tad boneheaded. But who knows; there sure are a fair few enthusiastic comments already. I think he'll find himself on his own before too long though.

Tends to lead to constipation.

Well you said 'a parrott' thus it was very clear to me that you weren't making a very poor-quality pun concerning a root vegetable.
What's brown and sounds like a bell?

Back on topic one may suppose that as soon as the gentleman bought the Burnham Titanic he was responsible for its removal. thats what it boils down to and if the local council did not authorise its deconstruction/scrapping in situ then there was little choice about the matter.
I quite like old boats but it seems this one passed its sell by date some yars ago.
I just can't see it being worth chucking any more money at. Okay so it was indeed fabulous all those yars ago but it has been bodged and butchered too much since. The vibe bas been killed.
Imagine how much it would cost to refit and the engineering. Silly. The shell plating would be a start but would not complete the job.
