Apparently some larch has been procured for the purpose of restoring the vessel.
I am guessing this is an old Ricky or similar wooden narrow boat. Sadly they have a history of ending up as wrecks (possibly due to them being made of wood?) but if it is a historic boat then its good someone is restoring it.
Keep the old girl afloat.

It all looks so going nowhere from the start, doesn't it? Let's say he gets a boat for free, and the boatyard pays his first CRT licence and Β£200 for fuel.... what happens a year later when the next CRT licence is due? What income does he have? Who will pay for the insurance and BSS and everything else in his life?

Well, when I used to take potatoes to McCains, before they would accept the load they used to take samples, chip them and cook them for a pre-determined length of time. Then they would compare the chips against a colour chart and if they were too pale in colour, the load was rejected. Councils operate a similar system.
