I just thought it might mean private boats used for sports. It seems to be about sports. It reads to me like the idea is that waterskiing is allowed on open water and manual sports on inland waterways but no boating other than for sporting purposes. I understood that Tim West had established canal boating as a contact sport. Just make sure only the vessels contact each other, not the occu-panties.

I guess they can only calculate it backwards from the rate of change of the number of new infections -
They can also make the number go upwards by increasing the number of tests. exactly
they have several statistics to look at, including the number of hospital admissions - that's why it is difficult to establish any more than a trend.
at least if the number of tests increases then the calculated R number will be pessimistic, so it should not give false confidence.

Incidentally if you are really interested you should have been watching the Parliamentary Science and Technology all party committee on BBC2 in the afternoons. Very informative with the government advisers being questioned by MP's. The explanations of how things are worked out has been very illuminating over the last few sessions Did they mention how they calculate the R number? I guess they can only calculate it backwards from the rate of change of the number of new infections - trouble is we don't really know the rate of infection, but if the trend is downwards then it is logical to say something vague like 'between 0.5 and 0.9'.
actually it doesn't matter much as long as it is below 1.

Be fair, though the info is very simple, he does manage to make it confusing! Born to waffle endearingly, can't stop. I bet they write him a speech and he says "no, no, no, that's not how I do it. A few bullet points and I'm away!" The majority are not confused. A few very noisy people and msm set out to be confused every time he appears. As I said, stupidity seems to be more infectious than the virus itself. So right. Some folk are keen to pick holes and pretend to be confused, when all the PM really did was try to introduce an element of fragile optimism that there is a way out of this mess.
I would like to ask the poor 'confused' individuals exactly how they think the UK should come out of lockdown? Perhaps on 1 July it should be declared that the virus is no longer a threat and we can all go back to what we were doing in January?
Without folk exhibiting an iota of common sense and self-control (i.e. be alert!) there is no chance of any staged and gradual exit from this lockdown.

The very best explanation of the numbers that are being issued by the ONS and then used in a non-mathematical manner by endless politicians, and no doubt by some of those over-educated and incompetent mandarins in Whitehall and in NHS management, was provided by Sir David Speigelhalter (an independent and very articulate statistician) on Andrew Marr on Sunday morning. He cut through all the crap, describing the TV updates as 'fatuous' because they made no attempt to draw meaningful conclusions from the numbers.
Despite the alarmist statements made by some that children can suffer from the virus he pointed out that out of 35,000 deaths, only 2 were infants, and only a very small number (about 30 if I remember correctly) were under 25, and probably had underlying conditions. The most damning fact was that the NHS has been discharging elderly patients into the community, many of them into care homes, from Covid-ridden hospitals without testing them. Unbelievable. He also suggested that if the mortality rate is indeed about 1% (which was the estimate produced after initial data came in from other countries and still appears to be valid) then at least 3.5 million people have been infected in the UK. Without a random testing programme, to establish the rate of infection among a population sample, we will never know the real figure. I am getting fed up with all the praise for 'the NHS'. The medical staff are heroes, but as usual the senior management come across, by and large, as incompetent fools.

So .... Over the last few months, virtually everywhere worldwide, people have lost lives, their loved ones or in many cases, their livelihoods. The lucky ones amongst us have merely had our lives put on hold.
I just hate sentences that begin with "so".
'So' in such a context means 'therefore' - it seems to be a fashionable trend to start every statement or reply with this silly little word in a totally inappropriate manner.

Anyway it's a shame there is not more detail on the boat in the picture. I wonder if it has a little transom and perhaps a seagull or similarly antique type power unit on there. It looks as if it could be a little sailing boat actually but it's quite difficult to see it as the image is very cluttered. hmmm .................... I'm a bit worried about the cleat on the bow deck.
.............. or maybe I shouldn't be 'cos the lady appears to be appreciating it.

we've covered this already on another thread. with upwards of 200,000 (maybe as much as 1 million) cases of infection it is academic if a few infected folk arrive in the UK by air, rubber dinghy or hang glider. it might have mattered in January but not now.
what I really don't understand is why anyone would be so desperate as to risk picking it up on a plane.
............. oh! and we are not S. Korea where they do hand out phones - but I expect you have been an expat for so long now that you can't remember which country is which.
PS : I don't have a silly smart phone so I won't be apping.
