The truth is that outlawing things does not prevent them. If it did there would be no litter, using phones whilst driving, or indeed murder. The only way to discourage inconsiderate cycling is by making it socially unacceptable. Government led public campaigns in the media, schools, and work places, would change most people's outlook over a few years. The weight of public opinion can make huge changes, but only once activated and focussed, don't you think. But there are other priorities, so it is unlikely to happen on a grand scale. so what would you suggest? A campaign for a societal shift - but I'll not hold my breath. In the meantime I expect more petty regulations from authorities (including CRT) that become more draconian. 48hr cycling restrictions ?

Rather than put signs up "pedestrian priority" maybe "pedestrians - please do not give way to cyclists" or something like that. It would have to be properly worded but I do believe an attitude shift could work wonders on towpaths. I believe its been proved that if people find that it is a slow route they choose alternatives. I'd rather they were in cars than on towpaths personally. Slow them down by group mentality. The group who are out to enjoy the amenity value of the towpath far outnumber the idiots so surely the former should be in charge ??

Speed limits = crap idea. No way of enforcing them, the limits are at best arbitrary, they will not work. so what would you suggest? hawthonres and brambles, lycra snaggs lovely on thorns

One thing that'll make it difficult to enforce the 5 Mls/h speedlimit for bicycles is that only very few bicycles (maybe apart from the Lycra-brigade owners) have counters to indicate their speed.

Seems a good idea but totally unenforceable . 5mph seems an odd speed as it would be almost pointless being on a bike anyway if you were limited to such a low speed. I think there's a good chance would probably have a counterproductive effect. I suppose it might be related to duty of care or something? I get the impression sustrans and other cycling organisations who are busy saving the planet for everyone else have quite a bit of clout regarding towpaths even though in a lot of places they (towpaths) are blatantly not wide enough to be used as shared amenity. Something like "considerate cyclists welcome but anyone who is on a mission to get to their destination as fast as possible regardless of others FUCK OFF, DO ONE, DISAPPEAR or <insert own term here> " Might work ? Its easy you give permission for boaters to jouse speeding cyclists with boat hooks! I am sure that will slow the buggers down

5mph is about as slow as it's possible to cycle without falling off? The sign really says get off and push it.
