Sam just said "Why do you reckon that boat has got two steps on the side, mounted upside-down?" So I said "I don't know, I'll ask". Is there an obvious answer to this?

Maybe at one time the boat had an item (dinghy?) on the roof which needed lashing down securely.
Years ago I was going through a lock and a bloke explained to me that my folding step was actually a grab point for a boathook. I told him it was a folding step but he did not believe me.

Interesting that the steps are both in line ie parallel, the norm for a pair of steps is for one to be higher (or lower) than the other so that scrambling onto the roof is easier , at least that was how it worked on the steps I fitted to my previous boat Phil
