It might be a sign but signs are useless unless you know what they mean.
Do you know what it means?

Consensus of opinion seems to be that the object is a security clip for a car spare wheel holder.

Consensus of opinion seems to be that the object is a security clip for a car spare wheel holder. That's interesting and quite probable. Another item I spotted there a couple of weeks ago was a badly damaged steel car wheel with the what looked like a new tyre still on it. It had been placed in the building site skip. Looked to have been damaged by impact as the steel rim had a big dent in it. I found this thing a few metres from where the wheel was in that skip. The road which was once a very busy rat run has been closed off by using blocks of raised kerb stones with gaps so that emergency vehicles and some civilian vehicles with high ground clearance like old Land Cruisers and possibly Range Rovers (not sure about the more modern ones) can get over it, and some of the construction trucks whose diffs go over with about an inch to spare. So what has happened is that someone has driven over it in an ordinary car or maybe a "look at my 4x4 isn't it hard" like an X5 with a spare wheel mounted underneath which has hit the kerb stone and broken off taking part of the security lanyard with it. That makes complete sense. Thanks for that Harry pretty sure thats the answer

Catch for an up and over garage door? You're a bit late to the party.
