Well I suppose we have a 2 tier NHS...2 Tier schooling...now 2 tier police.... Those who can pay will get more protection than those who can't just as those who pay private health care don't have to wait etc etc.... The way of the world becomes ever more segregated... I don't like it ....

If not they are no better than a civilian.
