How comes they did the change because everyone told them it was confusing but now they are saying most people were happy with how it was.
To say the change to area was the most supported. Haha l, yeah by narrowboaters who won't have to pay extra.

So rog I got a reply to my email to Richard parry about the liscence review, nothing in expected in the reply but I'll post it here. Dear Kris Thank you for your email to Richard Parry regarding the changes to licensing that we announced recently, he has asked me to respond. I’m sorry that you are disappointed with the final decision. The consultation was about getting an up-to-date licensing system that spreads the financial contribution made by boaters fairly. The feedback we’ve received shows that most boaters are happy with how the overall structure of the system works, so we’ve listened to this and aren’t making any drastic changes. We do recognise that some boaters will be paying more because of these changes, and we are intending to freeze underlying licence fees for 2019 to counteract any increases. This will be confirmed later in the year when prevailing price inflation can be taken into account. We anticipate that even with the reduction in prompt-payment discount in 2019 the overall revenue from boat licensing will remain the same. It’s worth pointing out that if we wanted to generate more money from boat licences then we already have a means of doing so, as we could simply increase licence fees across the board. As you can see in the final decision report, the option to charge all boats by actual area had the most overall support. However, we felt the potentially significant increase in fees for those with wider boats would be disproportionate. That said we do believe that it is reasonable that the boat licence fee should take width as well as length into consideration, given the advantages of the greater on-board space that this provides. As such we think it’s fair that there’s some reflection of the space a boat takes up in the licence fee. These changes will be phased in gradually up to 2023 so boaters will have a chance to adjust and prepare. Boat licence income is an important contribution towards the maintenance and upkeep of the network. We feel that the changes we have announced spread that contribution fairly across boaters, and along with other income, will help us to sustain ongoing investment to maintain and improve the whole network. We remain committed to supporting historic craft across the network and as such will be retaining the historic boat discount.
