The River Ouse is fenced through most of its transit through Leeds. The River Avon is fenced through most of Bath. Well, it might be if it went through Leeds. I think you'll find it's the Aire, to be Fair.

This story has featured quite a lot on our local news because apparently the lad that died was from the North East where people also fall into the River Wear in Durham and the Tyne at Newcastle.
It would seem that North Easterners are somehow magnetically drawn to water when they are pissed.
As for the idea of fencing I will just cut 'n' paste what I posted on CWDF.
"We seem as a country to be losing all sense of the concept of 'personal responsibility'. When something like this happens there seems to be the customary petition, the outrage on Facebook and Twitter and a complete lack of understanding that not every bad thing that happens is the fault of somebody else, or a corporation or govt. body.
I'm sure such bodies feel pressured to do something just be seen to 'do something' rather than it actually be a good idea".

Totally agree, it seems as a society we have forgotten to take responsibility for our own actions. This is the report for the Petition, it sums up your post. 44000 people have signed it. www.manchestereveningnews.co.uk/news/greater-manchester-news/make-charlie-pope-last-fight-14382099If people decide to cross the lock and not walk the 20 metres to the provided bridge well, they need to take responsibility for that decision. His dad seems to think there is a modern 21st century way of fencing of the entire flight to allow boaters to carry on boaters, well stop the public using the canal is one. I wonder what the verdict will be, Accidental death of death by misadventure. What ever its called.

The River Aire is fenced through most of its transit through Leeds. The River Avon is fenced through most of Bath. Doesn't stop mostly drunken people falling in. Though the Bath fencing is convenient to tie too. There is fencing in certain locations in London mainly where there is a path or steps leading directly onto the tow path at right angles. Sensible use of fencing. Interestingly crt have attached notices to all of these small fence structures telling boaters that if they tie up to the fence they will be liable to prosecution under one of the bye laws. Makes sense as some of the fences are made with kee klamp type fittings and just bolted down with m10 bolts in the base stanchions so if some pillock tied up to it and another pillock went past fast in a heavy boat it is entirely possible the whole fence could get ripped out. That would be an offence ! Another thing is that Camden locks are fenced off to the public (easy to get round the edge of the fence by hanging over the cut by the ground paddle -very safe- and swinging yourself round the end of the fence. Other than that its a bw key).
